Hills snatched a 26-25 win after a hard-fought game in which the lead changed hands several times.
Paul Williams kicked two penalties in the first half as York trailed 10-6 at the break.
However, two tries by Alex Nixon and one by Charlie Nicholson, plus two conversions by Williams, put the visitors in a position to win the game until their late slip-up - a penalty under the sticks.
Jim Rossington and Chris Fox were in superb form for York.
